India makes preliminary anti-dumping ruling on PVC paste resin related to China

On April 26, the Ministry of Commerce and Industry of India issued an announcement, making a preliminary anti-dumping determination on PVC Paste Resin originating in or imported from Chinese Mainland, South Korea, Malaysia, Norway, Thailand and Taiwan. It is recommended to impose temporary anti-dumping duties on the products involved in the above countries and regions, as follows: Chinese Mainland: $115-600/ton, South Korea: $0-41/ton, Malaysia: $317-375/ton, Taiwan: $118-168/ton, Thailand: $195-252/ton, Norway: $328/ton. The Indian customs codes of the involved products are 39041010, 39041020, 39041090, 39042100, 39042200, 39043010, 39043090, 39049000, 39044000, and 39049090. The PVC paste Resin produced by Innovyn Europe Ltd. under the brand "Biovyn" is not subject to the temporary anti-dumping duty in this case.
The Indian customs code of the involved product is 39041010. The dumping investigation period in this case is from April 2022 to March 2023 (12 months), and the injury investigation period is from April 1, 2019 to March 31, 2020, April 1, 2020 to March 31, 2021, April 1, 2021 to March 31, 2022, and April 2022 to March 2023 (12 months).
